Identification Platform for Retail Shop Managers

Regulatory Context

Following a decision by the Arizona government, this official platform has been established by the public administration to manage identification requests from shop managers affected by the new regulations regarding the sale of rolling tobacco.

In accordance with the law in force, retailers currently selling rolling tobacco will soon be subject to a strict sales prohibition covering:

  • Rolling tobacco (loose tobacco)
  • Rolling papers (cigarette paper)

However, an exceptional exemption may be granted to managers who wish to continue selling these products. To benefit from this exemption, formal identification on this platform is mandatory.

Minister's Position

The Minister of Public Health justified this measure by emphasizing that loose tobacco constitutes a vector of social and health inequalities. Low-income populations are more exposed to these low-cost products, which perpetuates their nicotine dependence. The ban aims to reduce these structural discriminations and promote a more equitable environment for all citizens.

Strong Identification Requirement

In accordance with European directives on digital services, the identification process on this platform constitutes strong authentication within the meaning of Regulation (EU) No 910/2014 (eIDAS Regulation).

Shop managers are required to formally prove their identity by providing:

  • A digital copy of their identity card
  • Information regarding their commercial establishment

These documents will be used by the administration to verify compliance with applicable regulations and the conditions for implementing the exemption.
